With over 20 years of operational leadership in one of Texas’s largest nonprofit Personal Assistance Services (PAS) organizations, I bring a broad and deep skill set spanning strategic development, operations, HR, IT, legal, marketing, training, and government affairs.

Throughout my career, I’ve been a dedicated advocate for home care and hospice providers across Texas—especially through long-standing involvement with TAHC&H. I’ve proudly served two terms on the TAHC&H Board of Directors, chaired the Community Care Committee, and currently contribute to the Governmental Affairs, Membership, and Community Care Committees. My advocacy work is rooted in strong relationships with legislators and agency leaders, and a deep commitment to advancing our industry’s voice at the Capitol.

I’m honored to submit my candidacy for President-Elect. I believe the challenges we face—particularly around regulatory complexity and workforce sustainability—demand collaborative, forward-thinking leadership.

My vision is to expand TAHC&H’s reach by growing membership, deepening engagement, and championing innovation, all while keeping quality patient care at the center of our mission.

Brandis Wilmore, MBA

President, Pam Health at Home & Bridgeway Hospice

Brandis Wilmore is a committed healthcare leader with extensive operational experience in hospice and skilled nursing care. As an administrator, she has led teams with a focus on regulatory excellence, interdisciplinary collaboration, and compassionate patient-centered care. Her leadership has advanced strategic initiatives that improved quality outcomes, strengthened workforce retention, and ensured sustainable operations—priorities that matter deeply to home care and hospice providers across Texas.

Brandis is grounded in hands-on experience and has a shared vision for accessible, high-quality care across Texas. Brandis currently serves as President of the TAHC&H PAC Council and has previously served on the TAHC&H Board of Directors, where she chaired the Medicare Home Health and Hospice Committee. She remains actively engaged in TAHC&H’s Government Affairs, Medicare & Medicaid, and PAC Committees, bringing a strong advocacy voice at both the state and federal levels.

Outside of healthcare, Brandis serves as a Commissioner on the City of Buda Commission on Aging and as a board member of Soccer Assist, a nonprofit expanding access to youth sports. Her dedication to service extends from policy to the community.

Dennis Hosley

​President, Circle of Care

With over 14 years of progressive leadership at Pediatric Home Healthcare, I have served as both Chief Operating Officer and Chief M&A Officer, helping scale one of Texas’s premier pediatric private duty nursing providers. As COO, I oversaw operations spanning finance, HR, IT, compliance, and clinical infrastructure, streamlining internal systems, implementing cost control measures, and driving strategic growth. In my concurrent role as Chief M&A Officer, I led all phases of corporate expansion through mergers and acquisitions, ensuring mission alignment and successful integration across entities. My career has been defined by cross-functional leadership, financial expertise, and a deep commitment to quality care in a highly regulated environment.

 

I’ve been an active member of the Texas Association for Home Care & Hospice for more than 15 years, serving in multiple leadership roles. I have chaired the Pediatric Committee and Finance Committee and represented Private Duty Nursing providers on the Board of Directors. Currently, I serve as TAHC&H Treasurer, guiding financial strategy and oversight with a focus on long-term sustainability.

 

I am running for re-election as Treasurer because I am passionate about supporting an association that champions access, quality, and advocacy for home-based care. My goal is to continue strengthening TAHC&H’s financial health, represent the needs of pediatric and private duty providers, and contribute to sound governance that serves all members. I bring a unique blend of operational experience, financial acumen, and unwavering commitment to our shared mission.

Natasha James, BSN, RN

COO, Administrator, and Director of Nursing at PALS Home Health

As a long-time agency owner and passionate advocate, I’m honored to be considered for the Owner’s seat on the TAHC&H Board of Directors. For the past 10 years, I’ve served as COO, Administrator, and Director of Nursing at PALS Home Health, an agency I co-own and operate with a focus on integrity, collaboration, and open communication. My commitment to home care is also deeply personal. As the parent of a special needs child who requires in-home nursing, I’ve seen firsthand the challenges families face and the critical role our services play. That experience continues to shape how I lead, support staff, and advocate for meaningful change. I’ve served on the Pediatric Committee for seven years and have extended my advocacy to the national level, including participating in the March on Washington to support home care and hospice.

These experiences have reinforced my commitment to ensuring every owner’s voice is heard and reflected in our association’s leadership.

Tom (John) Jenkins

President and Co-Owner, LT Home Healthcare

Tom Jenkins is the President and Co-Owner of a Houston-based Skilled/PAS and FMSA agency, which he co-founded with his wife, Linda, in 2017. Prior to this, he served as Controller for one of the region’s largest agencies from 2011 to early 2017.

​

With over 25 years of experience in ERP, HR, and EVV systems—both as a consultant and end user—he brings deep operational insight to his leadership role.

​

Tom holds a bachelor’s degree in business administration and has been recognized for his work in large-scale ERP implementations for healthcare and local governments.

 

I am a long-time member of the Texas Association for Home Care & Hospice. (TAHC&H), he has served on the Community Care, Government Affairs, and Private Pay Committees.

Earlier in his career, he served as President of Families for Early Autism Treatment (FEAT) in Sacramento, advocating for early intervention and autism awareness. As the parent of two adult children on the spectrum, he remains dedicated to causes that improve lives.

​

He and Linda are active supporters of numerous charitable organizations and have received multiple honors for their community service. “I think our greatest honor is the trust our clients and staff place in us to serve their needs,” Tom says. “I’ve been a vocal advocate for our agencies from within the association—now it’s time to 'put up' and serve in a leadership role. I’d be honored to represent agency owners on the Board.”

Catherine (Kate) Morrison

Director of state government affairs for Maxim Healthcare

Catherine (Kate) Morrison serves as the director of state government affairs for Maxim Healthcare, focusing on nine Western states, including Texas.

​

At Maxim Healthcare, Kate advocates for patient access to care, the needs of caregivers and nurses, and the importance of private duty nursing. Since joining Maxim Healthcare, Kate has been active with TAHCH, leading the PDN subcommittee, and serving on the Pediatric and Government Affairs committees. She is deeply committed to the PDN patient population and focused on achieving a meaningful rate increase in 2027. As Chair of the Pediatric Committee, Kate will push the association to focus on this critical priority.

​

Kate has traveled to nearly all-50 states working with local coalitions and organizations to create public health policy focused on health education, healthcare distribution, and Alzheimer’s disease. Kate has been featured on the Seattle Channel, KUOW, Seattle Met Magazine and named a South Seattle Gem by the South Seattle Emerald. Kate is a 2017 graduate of the Leadership Tomorrow program. Kate has a master’s degree in public health policy from Saint Louis University School of Public Health and Social Justice where she graduated with Great Distinction, the first student to do so. She lives with her husband Andrew and two kids in Washington State and enjoys biking, hiking, and growing tomatoes.

Bill Sczepanski

Vice President of Government Relations at Team Select Home Care

With twenty years of experience in healthcare and government, Bill is a seasoned executive in government relations and healthcare, known for effectively advancing policy and business goals across multiple states. Since joining TAHCH in 2019, he has held several leadership roles, including Pediatric Chair, Vice Chair, and Chair of Pediatric Ad Hoc Committees. Bill has actively participated in advocacy efforts at the Texas Legislature, focusing on securing rate increases for home care providers, as well as on Capitol Hill.

​

Currently, as the Vice President of Government Relations at Team Select Home Care, Bill oversees legislative and regulatory strategies across 15 states, manages lobbying efforts in five states, and leads initiatives to expand family caregiver programs and secure Medicaid rate increases.

 

Throughout his diverse career, which has included leadership roles at national home care providers like Aveanna Healthcare, LHC Group, Gentiva, and Maxim Healthcare, Bill has successfully built and led clinical operations, obtained state licensure and national accreditations, and launched various service lines, ranging from pediatric skilled nursing to durable medical equipment (DME) and pharmacy services. In every position, he prioritizes operational excellence, regulatory compliance, and strategic growth.

 

As a former legislative aide in the Missouri House of Representatives, Bill possesses in-depth expertise in political intelligence, coalition building, and stakeholder engagement. He serves on the boards of two state care associations and chairs the Private Duty Nursing Committee in the state of Illinois. Additionally, he participates in committees of the National Alliance for Care at Home. Bill holds a Bachelor of Arts in Political Science from Missouri State University and has experience in private duty nursing, hospice, home health, and DME operations. He is passionate about aligning healthcare delivery with public policy, enhancing patient access, and empowering caregivers at all levels

Market President for Girling Personal Care

A Dedicated Leader in Home Care, Jesse Howard currently serves as Market President for Girling Personal Care, leading operations for their 19 locations throughout Texas.  Jesse and his family have resided in Waco, TX for the past 27 years with his wife, children, and grandchildren.

​

He has enjoyed a diverse career including 15 years of business development in addition to over 22 years of experience in home care business development and operations, with leadership roles at Girling Personal Care (17 years), TX Home Health (4 years), and Health Unlimited (1 year).

​

As a seasoned home care executive, Jesse has been a strong advocate for the industry—instrumental in legislative efforts and actively educating Texas lawmakers on the vital role of community care services across the state.

​

He has served on the Texas Association for Home Care & Hospice (TAHC&H) Community Care Committee for the past two years, including as co-chair, and has participated in numerous legislative visits and testimonies on behalf of the provider community. “I have a driving desire to leave the PAS industry in a better position than where it is today—for providers, clients, and payers,” and  “I enjoy representing our industry and working toward legislative support that truly impacts our business and the people we serve.”

Jesse's deep experience and passion for advocacy make him a valuable voice in advancing the mission of home care in Texas. He is active in his local church and dreams of fishing but, more often than not, you will find him playing pickleball with his wife and friends or cycling.

Sheila is a nationally recognized healthcare executive with over two decades of leadership in home care, home health, and senior services. As Chief Operations Officer of Always Best Care Senior Services, she oversees operations across 114 locations in 32 U.S. states and Canada, managing more than $280 million in annual revenue. Her career reflects a deep commitment to operational excellence, strategic growth, and workforce development in both franchise and provider-based care models. With a background in healthcare administration and a passion for systems improvement, Sheila has successfully led large-scale initiatives in financial performance, compliance, and clinical operations. Her leadership extends to national and state-level boards and advisory councils, including the National Association for Home Care & Hospice (NAHC), the Home Care Association of America (HCAOA), and the Texas Association for Home Care & Hospice (TAHC&H), where she has chaired and served on numerous committees focused on private pay, government affairs, and community care services. A Certified Home and Hospice Care Executive and recipient of multiple national leadership honors—including McKnight’s Pinnacle Award and recognition as one of the Most Influential COOs in the Healthcare Industry—Sheila brings a strategic, mission-driven approach to industry transformation.

Lola is the Founder and CEO of Silver Spring Home Healthcare, with over 16 years of experience leading a licensed home health and hospice agency serving medically fragile pediatric and adult clients across Texas. With hands-on expertise in regulatory compliance, clinical oversight, Medicaid contracting, and operational strategy, Lola has built a multidisciplinary team focused on quality care, workforce development, and advocacy.

​

A longtime member of TAHC&H, Lola has served on the Pediatric Committee and actively participates in policy discussions, compliance forums, and legislative advocacy. “Texas’ home care system is complex—but with the right leadership, we can protect access, improve quality, and support the families who rely on us, “Lola says. She looks forward to continuing to serve the provider community through collaboration, insight, and action.

By serving on the Board, Lola aims to represent agency owners working to deliver high-quality care while navigating regulatory and financial challenges. With deep experience in pediatric private duty nursing, Medicaid reform, and complex case management, she will contribute to efforts that strengthen reimbursement models, provider resources, and the workforce.

Rodrigo Ramon, Jr.

CEO and Owner, Saint Benedicts Home Health Inc.

Rodrigo Ramon is the COO and Owner of a PAS agency with six branch locations, bringing 19 years of hands-on experience in home care operations.

 

In addition, he also owns and operates a Durable Medical Equipment (DME) company for 13 years and currently serves as CEO of Saint Benedicts Certified Home Health Inc. Beyond agency leadership, Rodrigo brings unique insight into the legislative process, having served three Texas legislative sessions as Chief of Staff to a State Representative on the Health and Human Services Committee. This experience has informed his advocacy work and engagement with public policy affecting home and community-based services.

 

An active member of the Texas Association for Home Care & Hospice (TAHC&H), Rodrigo has served on several key committees, including Governmental Affairs, Medicare/Medicaid, Private Pay, Finance, and Community Care Services.

I bring over 12 years of nursing experience, beginning as a CNA and advancing to my current leadership role as Assistant Director of Nursing at Amity Hospice. For the past five years, I’ve dedicated my career to hospice, where I’ve found my true passion. As a Certified Hospice and Palliative Nurse, I support clinical staff, uphold compliance standards, and ensure high-quality care for patients and families during life’s most vulnerable moments.

​

I’ve been actively engaged with TAHC&H for the past two years and currently serve as Co-Chair of the Medicare/Hospice Committee. This role has deepened my understanding of the issues facing our industry and the importance of strong, committed leadership.

​

I’m seeking a position on the Nominating Committee because I believe in the power of servant leadership and want to help identify individuals who are equally passionate about advancing home care and hospice in Texas.
