Jonathan Willman, BSN, RN

Director of Nursing, Owner; Consolidated Home Health, Sugar Land 

Jonathan has served 14 years in the home care industry and has served in clinical, human resources, regulatory, and advocacy arenas.  He is passionate about advocating for those in need, policy development and implementation, and networking with industry leaders in our constantly evolving environment.   

 

He currently serves on the Board in the Licensed Home Health Auspice and is a member of the PAC, Government Affairs, and Pediatric committees.  Jonathan has served as Committee Chair and Vice-Chair for numerous committees and the Nominating, Diversity, Equity & Inclusion, Clinical Practice and Annual Meeting Committees.  Jonathan is active in TAHC&H Advocacy events, Lobby days, PR campaigns and heavily involved in the associations’ strategic planning.

 

He is the recipient of the TAHC&H Nursing Achievement Award (2019) and the TAHC&H Chairperson of the Year Award (2021).

 

Statement of Interest/Ability to Serve:   All members have great ideas. As a member driven organization, ideas are fruitless without action and action takes time.  Time is our most valuable asset, and we can never earn more of it. You must be willing to sacrifice when raising your hand for any of these positions.  I am keenly aware of this and willing to give the time to advance the goals of the organization, not just my own.

Dan R. Willson, PT, MS

CEO; Paradigm Homecare, Tyler 

Dan has dedicated 33 years to healthcare, with 31 focused on home healthcare. His experience spans clinical roles, administration, management, and ownership since 2001. Dan excels in identifying organizational problems and implementing lasting solutions for efficient care delivery. He enjoys financial statements and data as they are the language of business. He is passionate about supporting the elderly and enhancing home healthcare quality. 

Dan is a long-term member of TAHC&H, NAHC, TPTA, and APTA. He has been a long-term member of the Government Affairs and TAHC&H PAC, having served as Vice Chair, and is currently the Vice Chair of the Finance Committee. He has served on the TAHC&H Board of Directors from 2022 to 2024. Additionally, Dan was a member of the Medicare Committee and successfully networked to bring executive training to our educational conferences in Winter 2024 and September 2024, which received outstanding reviews from members this past Winter. 

Statement of Interest/Ability to Serve:   Serving on the Board of Directors over the past two years  has allowed me to make meaningful contributions to our association. I have promoted financial  accountability and participated in the budgetary process. My advocacy efforts, including the March on Washington and securing Congressman Moran's support for the Protect Home Health legislation, have advanced our collective goals.  I focus on financials and accountability, consistently emphasizing the protection of the Medicare home health benefit and addressing Medicare Advantage (MA) encroachment. Legislation is needed to ensure MA plans pay fairly in Texas. Increased home healthcare utilization and expenditure are essential to reducing the healthcare economic burden in our state and nation.  Having gained a thorough understanding of the board's functions, I am eager to serve another term, bringing a mature perspective and continuing to advocate for the association's sustainability. Home healthcare must be integrated and fairly compensated to ensure cost-effective outcomes and improve patient results.

Shannon Steigleder, RN, BSN

Administrator- Director of Nursing; Caprock Home Health Care, Abilene 

Shannon has been a Home Health Administrator since 2006 and worked in Home Health for 25 years as a nurse.  She has been the Administrator/ DON for Caprock covering Plano, Wichita Falls, Abilene and San Angelo for the last 6 years for their Licensed Home Health as well and License and Certified Home Health offices.  Shannon received her LVN in 1996 from Schreiner University in Kerrville as well as attending Baptist School of Professional Nursing and received her Certified ASC Nurse Administrator in 2004.  She has served as Chair of the TAHC&H Clinical Practice Committee (2023 – 2024) and as Vice Chair in 2022.  Shannon also serves on the TAHC&H Licensure Task Force Subcommittee. 
Statement of Interest/Ability to Serve:   I am interested in advocating for Home Health companies to provide care for patients in the comfort of their home while making it affordable and covered by Medicare /Medicaid and Advantage plans. 

NON PROFIT

Vicki Niedermayer, M.S., BCBA

CEO; Helping Restore Ability, Arlington 

Vicki has been the Administrator of a large nonprofit agency for 22 years that provides Personal Assistance Services, Consumer Directed Services, Licensed Home Health, Private 

Pay, Veterans, and Workers Comp Services. Though located in the DFW area, her agency provides services throughout the state of Texas and contracts with all of the MCOs.  

She has been a TAHC&H member for 20 years and has served on the Government Affairs and served as Chair of the Community Care Services from 2018 to 2020.  Vicki currently services on the TAHC&H Board of Directors in the Private Pay Auspice and has served on the Board of Directors under the Non-Profit Auspice (2016 – 2018).   

Vicki has been appointed to the HHSC Commissioner to Texas Nonprofit Council; to Congressman Joe Barton's Health Care Advisory Council, is a member of Superior Advisory Council, and a member of Cigna Advisory Council.  She has received numerous awards including the Greater Arlington Chamber of Commerce Women’s Hero Award, the Dallas Center for Nonprofit Management as one of Top 3 Nonprofit Organizations of the Year, selected by Vistage International to serve on the Nonprofit Network Advisory Board, a 7 member leadership team charged with development of network content for 125 nonprofit members worldwide, the 2011 Aggie 100 Award by Texas A&M University (top 100 businesses in the world owned or operated by an Aggie), the 2010 Outstanding Not-for-Profit Organization of the Year Award by the Arlington Chamber of Commerce and the 2005 Legacy Woman of the Year Award – Health and Human Services. 

Statement of Interest/Ability to Serve: Remember NeverCare?  We've been through a lot together, and for those of us still standing post-COVID, we have the scars to prove it. But we are still here, and we have learned a lot. My background working at an MHMR center for 17 years has also been instrumental in building networks that are interwoven together, to the benefit of those we serve in all of the Medicaid waiver programs. Star Plus, Star Kids, General Revenue funding. We are masters at weaving a patchwork quilt of local, state and federal funding to meet the needs of those we serve. 

 

TAHC&H is by far the most influential and effective partner we have ever had the privilege to work with, and it is incumbent upon us to contribute as much time and effort as we possibly can to support the work they do on behalf of our agencies and our patients. It is an honor to serve alongside them, and though I have many years of experience, I continue to learn through my work with TAHCH, not only in the educational programs/conferences but we learn so much from EACH OTHER. Together, we are a mighty village.

Lisa Shardon

Owner; Home Health Companions,  Dallas 

Lisa founded and managed a private pay licensed home health and PAS agency for over 12 years.  She is uniquely qualified to represent the private pay community with all its challenges and has served as a Geriatric Care Manager, is an ALCA Professional Member, serves on the Dallas Area Gerontological Society Exec Committee Board Member, and is on the Advisory Council for UT Dallas Center for Vital Longevity.  Lisa received the Each Moment Matters Award Forfront Senior Living in 2020and her GCM Graduate Certificate from the University of Florida. 

Statement of Interest/Ability to Serve:   I have been in the private pay side of the in-home care industry for over 12 years and provide a unique perspective in this ever changing industry. My positions in the community provide a great deal of experience. 

SMALL AGENCY

Rose Rash, RN, BSN 

DON/Owner; Angels At Home. Inc., Corsicana 

Rose has been the co-owner of Angels At Home for 25 years and now the sole owner for the last 3 years, making her an owner for 28 years.  Being small, she has learned to work in all departments of the company and learned that being small can make you a real competitor to large agencies.  Rose has been an active member of TAHC&C for 28 years and served as Board of Directors Member in 2011 – 2012 and 2017 – 2019 under the Personal Assistance Service Auspice.  She has actively served as the Bylaws Committee Chair (3 years), Community Care Services Chair, The Government Affairs Committee, the Medicare/Hospice Committee, the Membership & Public Affairs Committee, the Nominating Committee on the PAC Council. 

Rose received her BSN from UTA, and received the Distinguished Nurse Award from Navarro College.  The agency has also received the CHAPS award for one of the top 100 agencies in the Nation. 

Statement of Interest/Ability to Serve:   People do not understand how hard is it to be a small agency.  We see the problems a lot sooner. You cannot pass the buck.  The buck stops here.  There are so many new agencies opening, I think I can lend guidance to their problems and hopefully we can do more education leaning toward them.  Get them into TAHC&H.

Marjorie Costello

Chief Administrative Officer;  Disability Services of the Southwest/Lifespan Home Health, San Antonio 

As the Chief  Administrative Officer Marjorie is responsible for strategic planning, human resources, marketing, training and recruitment/retention. She has also served as the Vice President of Corporate Relations, the Director of Staff Development, the Director of Training and Media and as an Administrator. 

Marjorie has served as a Board of Directors (Secretary) for Lifespan Home Health and also serves as the Secretary for CDS in Texas.  She currently serves on the TAHC&H Board of Directors in the Non-Profit auspice and has served on numerous TAHC&H Committees including Government Affairs, Community Care Services, Private Pay, Annual Meeting and the PAC Council.  She attended the University of Southern California studying International Relations.   

State of Interest/Ability to Serve:  I support TAHC&H's overall mission to give a voice to home care and hospice in the federal and state legislature and with health care regulators.  I’m interested in continuing to serve to better support TAHC&H's efforts to improve the economic viability of home care in Texas.  My knowledge and experience with a range of long term care programs and service delivery options gives me a unique ability to see home care on both a micro and macro level.  As well as my extensive experience with lobbying and political activism on behalf of the organizations I’m employed with, I would contribute to the overall effectiveness of TAHC&H's strategic vision by growing our leadership within.

Sheila Davis, CHCE, COS-D

Senior Executive Vice President, Area Operations; Always Best Care Senior Services, San Antonio 

Sheila stands as a distinguished figure in healthcare management, with a notable career spanning several decades. Her expertise lies in driving successful healthcare operations and financial management within the industry. Davis has a proven track record of overseeing multimillion-dollar budgets, leading cross-functional teams, and implementing strategic plans that optimize business value. With a strong foundation in medical administration and a comprehensive understanding of regulatory compliance, she has significantly contributed to the enhancement of healthcare facilities, systems, and processes. She is renowned for her mentoring capabilities, transforming teams into high-caliber workforce units that consistently achieve organizational goals.  Davis has received numerous accolades and has been an active participant in various committees and boards related to home care and healthcare management. Notably, she was recognized as one of the "Most Influential COOs in The Healthcare Industry" in 2023 and was honored with the "McKnight’s Pinnacle Award" in 2024.  She was also elected to serve a two-year fellowship with the Elizabeth Dole Foundation’s Caregiver Fellows Program in April, 2024. Sheila stands as a beacon of excellence in healthcare management, continuously pushing boundaries and setting benchmarks in the industry.

State of Interest/Ability to Serve:  Ladies and gentlemen of the Texas Association of Home Care and Hospice. 

I stand before you today not as a collection of titles and accolades but as someone driven by a profound belief. I believe in the power of collective action, in the strength of our unified voices, and in our ability to make a profound difference in the lives of those who rely on home care and hospice services across Texas. 

I am Sheila Davis, CHCE, COS-C, and I currently serve as the Executive Senior Vice President of Area Operations at Always Best Care Senior Services. My journey in healthcare leadership spans over 33 years, and during this time, I have been steadfast in my commitment to ensuring that quality care is accessible to all individuals, regardless of age, race, gender, or background. It has further been fueled by the belief that the information we provide to legislative members can make a profound difference in the lives of those we serve. That belief aligns perfectly with our association's mission: advocating for ethical practices, quality, and economic viability of licensed home care and hospice providers to enhance the well-being of individuals and their families throughout Texas. 

But beyond the professional titles and certifications, my motivation comes from the people we serve. It is the face of hope in a patient's eyes, the gratitude of a family finding comfort, and the tireless dedication of our caregivers. It is about understanding that the Texas Association of Home Care and Hospice serves as the voice of ALL service lines. 

While we have made significant strides in past legislative sessions, our work is far from over. We must continue to focus on private duty nursing and therapy, community care, and safeguarding the business lines of skilled home health, hospice, and private duty. Our clinical professionals face increasing scrutiny with enhanced continuing education requirements, OASIS data sets, pre-claim reviews of nursing documentation, and authorizations for their services.  

These challenges underscore the importance of strong leadership within our association. I believe that by collaborating and advocating together, we can address these issues effectively, ensuring that the high standards of care we strive for are not only met but exceeded. Our clinical professionals, our caregivers, our clients, and their families all depend on us to be their voice, their advocate, and their champion. 

Together, we will be a powerful voice for change. Together, we will advocate for excellence in home care and hospice. Together, we will make a profound difference in the lives of Texans.
