MaKisha is responsible for organizing and developing educational materials, collaborating with providers and CMS regarding updates and changes to the Medicare program. With experience in Medicare communications, her expertise and knowledge enables her to explain complex statutes, legislative mandates, billing procedures and policies in a manner easily understood by key stakeholders and program participants.

Rachel Hammon received her Bachelors of Science degree in Nursing from the University of Texas in Austin. She has 26 years of experience in nursing with 22 years’ experience in the home health industry. During her employment with a home health agency, she served in many roles (i.e. Pediatric Case Manager, Medicare Case Manager, DON / Administrator and Corporate Director of Clinical Services), which gave her a diverse knowledge of the industry. At the Texas Association for Home Care and Hospice Rachel assisted member agencies with compliance with state and federal laws (Medicare, Medicaid, OSHA, BON, etc.), served as a liaison with state and federal government officials, and on the Nurse Practice Advisory Committee for the Board of Nurse Examiners, the committee that developed the RN Delegation Rules we are talking about today. As the Executive Director, Rachel is responsible for implementing the mission of the association which is to advocate for ethical practices, quality, and economic viability of licensed providers of home and community support services in Texas. As part of that advocacy she routinely works with legislators and state agency staff on legislation and policy that affects the home care industry.

Lisa has more than 24 years of nursing experience in various areas of healthcare. She currently holds certifications in OASIS-D, and ICD 10 coding. Lisa is a Senior Clinical Education Consultant for MAC Legacy. She has presented for various state associations and well as conducting training and education on a variety of topics. Her experience as a consultant, Director of Customer Success for a Home Health Software company, and Director of Patient Care and Alternate Administrator for a home health agency give her a unique perspective and an understanding of the challenges home care agencies face. Lisa is an active member of the Texas Association of Home Care & Hospice for the last 6 years, serving on both the Medicare/Medicaid and Clinical Practice committees.

Kay Hollers is well known to TAHCH audiences as she has been an active member or associate member since her return to Texas in 1985. Kay holds a Bachelor of Science degree from the University of Texas with a major in Nursing and a Master’s Degree in Public Health from the University of Texas School of Public Health. She also earned a post-master’s Specialist Certification in Health Care Evaluation from Wayne State University College of Nursing in Detroit. Kay taught Public Health Nursing at Michigan State University and has practiced in and consulted with home health and hospice agencies large and small, public and private. She currently is a consultant with HealthCare Consultlink. Kay likes to share her experiences and knowledge with audiences and has been a frequent presenter for TAHCH conferences and seminars.

Prior to joining the TAHCH staff, Grace worked in the Homecare Industry for over 25 years. She has had the wonderful opportunity to serve in multiple roles at Home Health Agencies fulfilling positions varying from Administrator to DON/Clinical Supervisor to Case Management to Field RN. With this, Grace was able to provide focus and specialty in QA, OASIS and Compliance and enjoyed learning and held both OASIS and Coding certifications in the past years. Grace received her Bachelor of Science in Nursing degree from Incarnate Word College in San Antonio, Texas and currently works with Texas Association for Homecare and Hospice in the Home Care Education Nurse Manager role.

Lori Camacho serves as the Manager for the CLASS and DBMD Provider Monitoring Unit and provides oversight and support for staff responsible for conducting the CLASS and DBMD contract monitoring reviews. Ms. Camacho has over 24 years’ experience working with individuals with intellectual and developmental disabilities.  Prior to her work with contract monitoring, Ms. Camacho served as a Regional Program Manager with Waiver Survey and Certification. Ms. Camacho received a bachelor’s degree in Psychology from Northern Illinois University, where she also served as Captain for the Women’s Basketball team.  She is also a Certified Texas Contract Manager and a Qualified Intellectual Disabilities Professional.

Cynthia Villarreal has nearly ten years of experience working with programs to support individuals with intellectual and developmental disabilities.  She currently serves as the program specialist and subject matter expert for the HHSC CLASS and DBMD Provider Monitoring team.  Prior to this role, Cynthia worked as a program advisor within the Eligibility Verification & Program Support unit, working with LIDDAs to ensure compliance related to program enrollment functions for the HCS and TxHmL waiver programs.  Before her time at HHSC, Cynthia spent four years working at Hill Country MHDD Center in Hays County.  
Her goal working with waiver programs is to provide training and understanding of all applicable program rules to help ensure the delivery of quality services to individuals with disabilities.

Lena Brown-Owens serves as the Contract Administration Manager for Eligibility Operations Provider Contract Management and provides operational support for staff responsible for enrolling and managing contracts for Community Care for Aged and Disabled programs, including Primary Home Care/Family Care/Community Attendant Services. This support includes developing and maintaining rules, policies and procedures and maintaining the contract and fiscal compliance monitoring tools. Ms. Brown-Owens has worked with several health and human services system agencies since 1987, serving in a variety of roles.  Before assuming her current position, she served as the Contract Sanctions Review Manager in Contract Oversight and Support. Ms. Brown-Owens received a bachelor’s degree in Spanish and Linguistics from the University of California at Los Angeles, and a master’s degree in Social Work Administration from the University of Texas at Austin. She is also a Certified Texas Contract Manager.

Lance Duckworth serves as the Director for Eligibility Operations Provider Contract Management which includes contracts under the Community Care for Aged and Disabled programs. He oversees a team of 84 staff including 8 enrollment and monitoring teams that are responsible for monitoring over 2,500 community services contracts across the state. Duckworth has been with legacy HHS systems since 1993 serving in a variety of roles. Before taking over his current position, he served as the Community Services Regional Director for Regions 4 and 5.

Lead Policy Specialist, HHSC

Erica Nunn is currently the lead policy specialist for MDCP, Title XIX and Title XX programs in the Long Term Services and Supports Policy Unit in Medicaid and CHIP services for HHSC. Erica started her career while in college working at a group home for individuals with IDD, typically with dual diagnosis and received her Bachelor of Science in Applied Learning and Development, Youth and Community Studies. Right out of school she worked for Early Childhood Intervention (ECI) as an Early Intervention Specialist. From there she joined Disability Determination Services as a Claims Analyst making disability determinations for Social Security Administration. She continued doing the same work for HHSC Medicaid for the Elderly and People with Disabilities (MEPD) waiver programs prior to joining her current policy team. Erica has now over 20 years serving Texans with disabilities.

I managed the STAR Kids program that implemented in 2017. STAR Kids is a managed care program that provides medical benefits to disable and medically fragile children and young adults 20 and younger.

For the past 15 years, Cindy has been a nationally recognized educator in the areas of documentation, regulation, therapy utilization and OASIS. She has and currently serves on multiple Technical Expert Panels with CMS Contractors working on clinical and payment reforms and bundled payment care initiatives. Cindy is an active member of the National Association of Home Care and Hospice (NAHC) and currently serves on multiple committees. She has written 3 books – The How-to Guide to Therapy Documentation, An Interdisciplinary Approach to Home Care and the Handbook to Home Health Therapy Documentation – and co-authored her fourth, The Post-Acute Care Guide to Maintenance Therapy with her business partner Diana Kornetti PT, MA, HCS-D.

She is the Vice President of Quality and Education for McBee as of July 1. McBee is a full-service healthcare consulting firm providing coding and OASIS outsourcing, comprehensive medical review, and education. Lisa directs McBee's Post Acute Academy.
